Pretty sure being better than any other international side on the planet for the best part of a decade has had quite a large influence on things.
They won a penalty shootout in both of the Euros they won. In the World Cup they fluked they won every knockout game 1-0 - in EVERY one of those the opposing team had massive chances at 0-0.

It happens. Greece won the Euros being equally tedious with a vastly inferior team.

Worst ever was the South Korea vs Spain shoot out in 2002. Korea's keeper was literally on the 6 yard line by the time some penalties were taken.

I'd argue Portugal is a major nation (I guess you could argue it's France Germany Italy Spain England based on population but pedigree has to count for a little too)
