Reserve Days in ICC tournaments: Arguments for/against?

But for a tournament of say 3 weeks duration, you kinda hire people for 3 weeks anyway right? And you have a game pretty much every day.
I'm guessing they outsource most functions to security firms and the like. Costs would go up a fair bit if you want them on standby, because you'd probably have to pay them for the reserve day whether it goes ahead or not.

Yes, a game, not 2. If you need to ensure cover you need to pay people for 2 days work for each game, pretty much doubling the costs.

Another question is which form of reserve day play should be preferred?

- One where the game is continued in the 2nd day from where it was left on the 1st? This is what happened in India vs. England group match in 1999 world cup.

- One where the match starts afresh on the 2nd day? This is what happened in India vs. Sri Lanka final of champions trophy 2002.
